The Role

What’s the role?

You will represent Shell’s interests to the government, parliament, regulatory bodies and other external stakeholders that influence Shell’s license to operate.

Your accountabilities include:

  • Understanding political and international relations drivers affecting Shell in Germany, in particular, the ‘energy transition’ and its impacts on existing and future value chains in Germany.
  • Identifying, managing, communicating and escalating key risks and opportunities for Shell’s success and license to operate.
  • Developing and delivering coherent Policy & Advocacy (P&A) strategies in support of business priorities.

Moreover, we’ll entrust you to:

  • Develop stakeholder maps and engagement strategies in support of business strategies.
  • Cultivate trusted relationships with external stakeholders and provide adequate Shell representation in external meetings and conferences.
  • Engage in policy and regulatory development, building understanding between business and regulatory officials, politicians and other stakeholders, with the aim of advocating policies in support of the business and flagging political risks/opportunities to the business.
  • Ensure/coordinate alignment and involvement of colleagues from various parts of Shell businesses and functions in the management of issues and opportunities. You will also be expected to work closely with e.g. the P&A office in Brussels to understand and influence EU Directives and policies.
  • Provide advice to the businesses on Corporate Relations (CR) advocacy strategy as well as on positions of the government, political parties and industry associations or other relevant organisations.
  • Prepare and advise the Country Chair and other senior leaders with regard to their external engagements with government representatives and industry bodies.
  • Possess and leverage politically impactful stakeholder networks.
  • Represent Shell externally to defend value and develop new opportunities.

Dimensions

  • Geographical area of work is Germany, with a strong link to e.g. EU affairs.
  • Stakeholder landscape covers political, governmental organizations and industry bodies.
  • The formal reporting line will be into the CR function.
  • Complex and dynamic environment with external and internal challenges.

What we need from you

Ideally, you are an all-rounder who has a keen interest in German and European politics as well as Shell’s activities. Furthermore, you must have:

  • Prior governmental, public affairs, regulatory affairs, legal affairs are beneficial
  • Ability to communicate technical issues in an appropriate way to government stakeholders
  • Good understanding of German and European governmental institutions and frameworks including legal and regulatory frameworks
  • Broad understanding of energy policy in Germany
  • Native German language skills
  • Strong written and verbal communication skills in German and English, ability to find the right tone in different settings
  • Ability to deliver through others
  • Broad interest, but eye for detail
  • Ability to build and cultivate trusted stakeholder relationships with relevant members in the public policy/government community
  • Ability to analyse a lot of information in a short time-span and identify the relevant components
